Batman(Bruce Wayne) is blackmailed by the nefarious Amanda Waller to go undercover and infiltrate a group of super villains that call themselves, The Pact. The Riddler has returned to terrorize Gotham City, but his gruesome puzzles merely foreshadow an even greater crisis.
