Gotham City is in chaos! After the death of Harvey Dent, Batman decides to retire and with his disappearance, anarchy takes over the city. A gang inspired by the late Joker terrorizes the people of Gotham, with the death of Carmine Falcone, gangsters Sal Maroni and Rupert Thorne are at war for power and a new terrorist threatens everyone's sanity with the mysterious fear toxin. Fearing the fall of the city, Bruce must don the cape and cowl again while disguising himself as Matches Malone to infiltrate Arkham Asylum and investigate the sinister Doctor Jonathan Crane.
