One of the two final mayoral candidates left in the Gotham election along with Gary Hoover, Clayton Troy is an African-American politician who intends to become mayor and use his position to restore order and justice to the corrupted city. He was an accomplished and battle-tested Sergeant in the US Special Forces before transitioning to politics. Unwilling to accept bribes from mobsters wanting to use him as a puppet, he instead forges an alliance with Lieutenant Gordon, Harvey Dent and Batman. He views Batman as a necessity, promoting him as a symbol of hope for Gotham. As he inches closer to victory, Troy is targeted by serial killer Victor Zsasz, who wants to murder him and create chaos.
