Gotham City is under complete and total control of political corruption, headed by the powerful mobster Carmine Falcone, and assisted by the city's crooked police commissioner. However, that may change with the arrival of Jim Gordon, a tough, honest cop, who discovers the true extent of the connections the city's criminals have with the GCPD. Another law-enforcer soon emerges to help him in the form of a masked vigilante by the name of "The Batman".
