Catwoman convinces Ivy to help her break into the vault. Catwoman breaks into the vault and retrieves her stuff. She hears over the radio that Strange has decided that the Steel Mill will be Protocol 10's first target, taking out Joker and Batman at the same time. Strange sends henchmen to stop Catwoman, but she defeats them. Through a television, she sees Batman buried. She is torn between escaping with her stuff or helping Batman. She decides to save Batman. Batman tells Alfred that Protocol 10 is to kill all prisoners by missile strikes. Batman asks to redirect the satellites to find Talia, but Oracle and Alfred say he needs to save Gotham first. Batman heads to Wonder Tower, asking them not to miss Talia's signal. Batman breaks into and climbs Wonder Tower, and confronts Strange, who declares himself Batman's successor. Batman knocks him out, and using a remote device, Oracle shuts down Protocol 10. Strange says that Batman has screwed up, and that he would command forces beyond comprehension, but at that moment, a sword is stabbed into him. Ra's Al Ghul reveals himself, saying that Strange worked with him, but Batman proved to be a more worthy successor. Strange activates Protocol 11, blowing up the place. Batman pushes Ra's out the window, to save him. Ra's stabes the sword into his own chest in the last attempt to kill Batman, but fails. Joker broadcasts, threatening to kill Talia if Batman doesn't come to the Monarch Theater. Batman goes on to stop Joker once more.
