Batman finds Ivy fighting militia tanks. After helping her, he says it's too dangerous for her. Ivy says that the plants cannot save Gotham alone, that they need her. Alfred says that the Cloudburst has been found, attached to the Arkham Knight's personal tank. A dose of fear gas is released, engulfing the islands in a cloud of poison. Cloudburst sustains a toxin mist, sucking the life out of the plants, and Ivy attaches herself to one of them to keep it alive. Alfred says toxin exposure will lead to long-term psychological damage. Scarecrow now declares City of Fear. Cloudburst has burned out the Batmobile's power cell, and Batman goes after Stagg. After defeating the militia on the airship and finding Stagg, he reveals that a Nimbus Cell powers Cloudburst. Batman retrieves a cell, and dives into the cloud of fear to power up the Batmobile. With the effect of the gas, once again Batman has hallucinations with The Joker. Batman goes after the Arkham Knight. Scarecrow advises Knight to flee, but is ignored, which infuriates him. Batman destroys the tank with the missiles. Knight tries to choke Batman, but is defeated. Batman once again hallucinates the Joker, allowing the Knight to escape. Batman asks Ivy to clean up the toxin, but gets no response. Returning to the Botanical Gardens, Ivy appears and falls into Batman's arms. She says "Nature always wins", dying. As her body falls apart, an explosion of pollen cleanses the city of toxins. Alfred says she came to a noble end.
