Batman rushes to the entrance to Arkham City, where he finds Sharp being beaten. Batman saves him, but hangs him from the edge of a building, demanding to know who funded the city. Sharp says that he has been manipulated by Strange since Arkham Asylum, and that Strange has powerful friends who provided funds for the mayoral campaign, with the only condition being to set up the Arkham City facility and for Strange to be in charge. Batman says that all the destruction is his fault, and leaves him to enjoy his 'legacy'. Batman heads to the GCPD, where he hands the blood sample to Freeze, who quickly creates two vials of the cure. Batman demands the cure, but Freeze locks one in his vault, and destroys the other. He says that The Joker has Nora, and demands that Batman save her. They fight, and Batman wins, breaking the protective dome around his head. Batman tries to retrieve the cure in the vault, but discovers that Harley Quinn has stolen it. Freeze hands over a device and his wife's approximate location to help Batman, in exchange for rescuing Nora. Upon leaving, Batman sees Vicki Vale's helicopter being shot down by the Joker's henchmen. Batman saves her, and The Joker says he needed a distraction to give Harley Quinn time to arrive with the cure. Batman leaves Vicki in a safe place Batman arrives at the Industrial District, where he defeats henchmen and saves Nora. Freeze thanks him, and Batman heads to the steel mill to retrieve the cure.
