Months after the Arkham Asylum incident, Quincy Sharp, former director of the Asylum, was credited with stopping the Joker's attack. With that, he became Mayor of Gotham. Deeming the prison no longer suitable, he bought up large parts of the slums, making a large open-air prison called Arkham City. The Police have degenerated, sending citizens with the slightest trace of a criminal record to Arkham City. Those who defy the police disappear under mysterious circumstances. Catwoman attempts to rob Two-Face's safe, but is captured by him. Bruce Wayne holds a rally that attacks the proposal to turn half the city into a prison. Making himself a target, he is kidnapped by Hugo Strange, a psychiatrist who runs the city. Hugo somehow knows Bruce's secret identity. He intends to reveal an operation called Protocol 10 by the end of the night. Bruce escapes, and with Alfred's help, receives his equipment. Two-Face has Catwoman as a defendant in the old courthouse, which he acts as both judge and executioner. Batman breaks in and saves Catwoman. Batman questions her about Protocol 10, and stops her from being hit by a sniper fire, which he suspects came from The Joker. Following the tracks, he arrives at a building, where he finds Harley Quinn, who flees, leaving henchmen with hostages. Batman saves them, and heads to the top, where he finds the weapon. Everything was a trap set by the Joker, who blows up the place. Batman escapes, and now follows the trail to stop The Joker.
