Character Description

The Penitente cartel's top enforcer, who came to Gotham City and is overseeing the metahuman trafficking operation, which is being investigated by ARGUS and Batman. Flamingo is sadistic, cruel, and violent. He is a cannibal and eats the faces of his victims. In the past, Flamingo tried to fight El Penintente, but was captured and underwent brain surgery that transformed him into what he is today.
