It turns out that what Andrea has done under the identity of the Phantasm was against her will, and the mask of the devil has a demonic consciousness that controls and warps her mind. However, in the film's final battle, Bruce Wayne helps Andrea break free from the mask's control over her, as she rips it off before bombing the building from the base and bringing herself down with it and the Joker, who laughs all the way down.
