Due to the growing public disapproval against them the Avengers are declared outlaws by the new global peace keeping organization HAMMER. Forced to go underground and being chased by a new government sponsored super team called the Thunderbolts the Avengers must reassemble and team with new allies to expose HAMMER as corrupt.
