In a world where heroes are the law, a new threat emerges: precrime. Ulysses, an Inhuman with the ability to see visions of future crimes, joins the Avengers to stop evil before it happens. But when Captain Marvel decides to use Ulysses' visions to arrest people before they commit crimes, a line is drawn. Irron Man, a defender of individual liberty, opposes preemptive action, believing it violates the civil rights of citizens. The heroes split into two sides: pro-prevention and anti-prevention. The conflict escalates when a vision from Ulysses shows a devastating event that could destroy the world. Captain Marvel and her allies believe that the only way to prevent disaster is to arrest the potential culprit, even if it means arresting an innocent hero. Iron Man and his followers refuse to back down, and the two sides clash in an epic battle that threatens to destroy the world they swore to protect. In the midst of chaos, heroes are forced to make difficult decisions that will put their friends, family, and even the world at risk. Who will win? Individual freedom or the safety of humanity?
