Descubren que la primera ministra, Lucia von Bardas, suministra armas a supervillanos. El ataque tiene éxito, pero Von Bardas sobrevive y reaparece como un cyborg, liderando un ataque a América. Esto lleva al gobierno a considerar el Acta de Registro Superhumano (ARS).
