Charles James Bean (born August 10, 1970) is an American filmmaker, animator, storyboard artist, and voice actor, known for directing The Lego Ninjago Movie with Paul Fisher and Bob Logan and his work on Tron: Uprising as a director and executive producer. He also worked as a storyboard artist on Dexter's Laboratory, Samurai Jack, The Powerpuff Girls, I Am Weasel, and Cow and Chicken,[1] as well as a director and storyboard supervisor on Robotboy. He co-created two pilots for Cartoon Network, one with Don Shank and Carey Yost and one with Chris Reccardi, which were respectively entitled Buy One, Get One Free and IMP, Inc.[2] Bean was also a layout artist on The Ren and Stimpy Show, Animaniacs, and Batman: The Animated Series.

Toby Tenma is a teenage boy who lives in Metro City, a futuristic city-state that floats above the now-polluted surface of the earth. Toby's father, Dr. Tenma, is a famous roboticist and Minister of Science, but has a distant relationship with Toby. Dr. Tenma meets the city's obstructive and corrupt leader President Stone to demonstrate a new, advanced defensive robot called the Peacekeeper, to be powered by Dr. Tenma's best friend Dr. Elefun's newest creations, the Blue and Red Cores, two energy cores that emit respective opposing positive and negative energy. Against the scientists' warnings, Stone, desperate to win re-election, loads the Red Core into the Peacekeeper. This causes it to go berserk and Toby, who had snuck into the room, is accidentally disintegrated by the Peacekeeper before it can be shut down.
