After helping the Justice League bring down the Legion of Doom, Aquaman returns to Atlantis to be formally crowned king, as his mother, Queen Atlanna, is planning to abdicate in favor of her son. However, when a series of murders and terrorist attacks take place in both Atlantis and the rival kingdom of Xebel, with both kingdoms being incriminated in each attack, the subterranean kingdom finds itself on the brink of war. Aquaman must learn the truth behind these attacks in order to prevent a fully-fledged civil war under the sea.
