Aquaman must work to prevent war between Atlantis and the undersea army of N.E.M.O., which is commanded Black Manta. The United States is drawn into the conflict and if Aquaman is unable to learn the true nature of N.E.M.O.'s deception, war may become inevitable leading the two nations to destroy one another.
