Dr Margaret Elizabeth "Peggy" Carter was one of the most prominent agents of the Strategic Scientific Reserve during and after the Second World War. During the Super Soldier Project in 1943, she had befriended and eventually fallen in love with Steve Rogers, one of the project's candidates. After Rogers disappeared in the ice, she married a soldier, became the mother of two children and founded S.H.I.E.L.D. with Howard Stark. She then became director of the agency in 1970. For the mission in Berlin, Carter prepares Pym and accompanies him out of headquarters together with Stark and Bill Foster. Together with Stark, she then assembles the team to stop HYDRA and the Winter Soldier.
