He is based on Bulls-Eye II and he appearance in Batman Vol 1 #58. Idea of renaming him alias to Bullsniper and his surname to Peyeo and p is from Lea(po). Technically, he's not a Green Arrow villain but have similar name to Bulls-Eye I.
