The most Capitol loyalist of District 4's victors, Reefer Davies volunteered for and won these Games age 17. Due to District 2 having a recent dominance over 1 and 4 in victors, Districts 1 and 4 recruited the boy from 10 and killed their allies from 2 at the bloodbath. In the countryside arena Reefer gleefully tortured the girl from District 6 to death. Reefer's final battle was against the female tribute from District 1 during which he lost two fingers of his right hand. Training score; 9. Skill; charm, fishing knives, agility, intelligence. As of the 3rd Quarter Quell he is still alive age 34, a highly popular victor with the Capitol and vocally supportive of the Capitol regime.
