Fan Casting Mayor Keaton in Adil El Arbi and Bilall Fallah's Batman Beyond

A gray, cowardly puppet of Hugo Strange, Mayor Keaton presides over Gotham’s collapse while pretending to lead. He approves the Knight Division, ignores atrocities, and soils himself when Strange interrupts a meeting with a fresh corpse. His death is darkly comic: thrown from a penthouse window and staged as suicide. Keaton represents everything wrong with Gotham’s leadership—spineless, corrupt, and ultimately disposable.
