I've noticed on some stories where there's no votes on a cast suggestion, so the vote count on it is 0-0. How do people do that?

Those are old suggestions from 2017-18. The site has gone through many updates since then and removed a lot of votes. Also, if you delete your account or get banned then all of your votes are removed
Well, that explains why there's zero votes on some suggestions even though the account that makes the suggestion isn't deleted or banned.
